《进境水生动物检验检疫管理办法》中对进口食用水生动物检验检疫要求作了规定,但在《进境动植物检疫许可证》中未予明确,且有些条件也不具体,不利于出口方开展检测工作,为此,质检总局根据专家意见,对进口食用水生动物的检验检疫要求作了调整,具体要求如下:
向中国出口的食用水生动物须由输出国或者地区官方检验检疫机关出具卫生证书,证明输出水生动物 (1)是野生捕捞的□或者来自官方注册的养殖场□;(2)未使用结晶紫、孔雀石绿、恶喹酸、氯霉素、激素等药物,其他药物残留和砷、汞、镉、铅等重金属残留不超过中国限量标准。(3)输出前抽样检测未发现大肠杆菌(O157)、沙门氏菌、单增李斯特菌、副溶血弧菌、霍乱弧菌(O1,O139)等致病微生物和贝类毒素(麻痹性贝类PSP≤4MU/g、腹泻性贝类毒素DSP≤0.05MU/g,如申请进口水生动物属双壳贝类增加此内容)。(4)输出前临床检查,未发现动物传染病、寄生虫病临床症状。(5)适合人类食用。入境时,由入境口岸检验检疫机构负责检验检疫和监管。
